The Chairman of the War Trade Intelligence Department presents his compliments to the Under Secretary of State for the Colonies and with reference to his communication dated the 25th January, 1918, JBL/75083 regarding hemp destined for Karl Pfister of Wohlen, begs to say that a despatch recently received from H. Ambassador at Rome, No.67 Commercial of 12th February, 1918, F.O.30196/X/1145, states that according to a report by the British Intelligence Office at Milan, the Italian Censorship Authorities in Milan seize all correspondence from or to Pfister and do not allow it to proceed. This measure was taken owing to the fact of Pfister's being Pottstock's representative and also because it appeared from the Swiss Press that Carl Pfister of Wohlen had been twice fined for dealing with the Central Empires (50,000 francs the first time and 20,000 (?) the second). He appeared to be solely an exporter of straw plait for hats and manilla but was actually exporting other goods, even under covering names.
