I am commanded by the Army Council to acknowledge receipt of your letter dated 17th instant No.48873/1918, transmitting a copy of a telegram from the Governor of Hong Kong.
I am to state that the Council have carefully considered the request of the two unofficial members of the Legislative Council of Hong Kong that the two young Scotch boys referred to may be allowed to return to this country for military service instead of proceeding to India, and I am to say that the Council regret that they are unable to accede to the request.
I am to observe that it has now been decided that those British subjecta resident in Hong Kong and the Straits Settlements who, on becoming liable for service under the Compulsory Military Service Bills which have been passed in those colonies, are recommended for commissions by their respective Governors, must be enlisted and despatched to India for posting to a British unit stationed in that country. service in the ranks, their qualifications for admission to an Officers Cadet Unit in India will receive consideration by
