I have the honour to acknowledge the receipt of your Secret despatch of the 19th of May 1917, transmitting copies of a draft Bill for the registra- tion and regulation of Indian Watchmen in the Colony. The matter has been under reference to the Government of India, and a copy of a despatch from that Government to the Secretary of State for India is now enclosed. The Secretary of State for India. concurs in the views stated in that despatch and subject to them has no objection to the proposed legislation.
2. I approve of your proceeding with the enact- ment of the Bill: and you will no doubt take into consideration the question whether it would be desirable to make the proposed legislation applicable to all watchmen other than Chinese, as suggested by the Government of India.
