I am directed by Secretary Sir George Cave to refer to your letter of the 30th May on the subject of the naturalization of Mr. C.W.Falk and to sey for the information of Mr. Secretary Long that if Sir George Cave is correct in gathering that the man can show no substantial amount of residence ashor
in Hong Kong or any other part of H.M.Dominions he would not under the practice observed in the United Kingdom be held to be qualified for a certificate of naturalization.
I am to add that an application by Mr. Falk
for a certificate of naturalization in the Imited
Kingdom was submitted to this Department in 1910 but Mr. Falk was then found not to possess the statutory qualification of residence in the United Kingdom.
