I am directed by Mr. Secretary Balfour to return to
you herewith the documents which accompanied your letter
g.a.g.
of the 17th instant (57703/1918) respecting the grant of
a Certificate of Nationality to Mr. Raymond Menashih
Joseph of Shanghai.
The Secretary of State agrees with Mr. Secretary
Long in thinking the the applicant does not possess the
necessary residential qualifications for Imperial naturali-
zation, and he would suggest that subject to the concur-
rence of His Majesty's Secretary of State for the Home
Department the application should be refused.
It may be remarked that the applicant in his memorial
incorrectly describes the International Settlement at
Shanghai as "the British Settlement" but in any case
residence in a British settlement in a Chinese treaty port
