I have the honour to forward the enclosed copy of a
letter addressed to this Government by the Consul-General
for Japan, and to request that you will be so good as to inform me of the arrangements made with regard to the placing of a visa on passports by a British Military
Inspector in Yokohama.
2. Mr. Suzuki has correctly stated this
Government's policy as regards Japanese.

I have the honour to inform you that I am in
receipt of a telegram stating that all Japanese subjects desiring to enter or pass through any British Colony should be provided with a passport visaed by the British Military Inspector stationed in Yokohama in addition to the usual visa made by the British Consuler
Officer.
I understand from your communication to my
predecessor under date of July 14th, 1915 that the policy
adopted by the Colonial Government under the Travellers
Restriction Ordinance, 1915, and Government Notifica-
tion No. 310 of 1915 has been such as not to require of the Japanese subjects who enter this Colony to produce a passport or a certificate of a Nationality and also, if the Examining Authorities are satisfied as to their
Nationality, not to put any questions and enquiries to
them.
I should esteem it a favour if you would kindly in-
form me whether I am correct in assuming that the above practice
