I have the honour to transmit to you herewith
copies of correspondence which has passed between the
Government of Hong Kong and myself respecting the
sy stem of military control over passports which has now
been established here.
I understand that the Authorities at Hong Kong
find it impossible to insist that every Chinaman enter-
ing that Colony should produce a passport, and that
the relaxation of the rules in favour of Japanese has
been due to the difficulty found to exist in practice
in discriminating between Chinamen and Japanese; but I
venture to think that, whatever the practical difficult-
les may be, the principle should still be maintained
that Japanese, like all persons other than Chinese, in-
cluding even our own compatriots are bound to provide
themselves with proper passports when they travel to a
British possession.
