As you probably know, the work of the Ministry

of Information as regards foreign countries is being taken over in a curtailed and reduced form by the Foreign Office. This, however, would of course not touch a colonial possession such as Hong Kong.

Would you let me know your intentions as re- gards propaganda in such territory? In this partic- ular instance the problems of Hong Kong and Shanghai are so closely inter-related that it seems as if it would be rather a pity to cut them up into water- tight compartments.
