about 500 men, with a small field-gun, appeared at Sung Seu, the terminus of the Amoy-Changchow Railway. The hills at Sung Seu are about three miles from the city of Amoy, and overlook the city. The Southern force could be clearly seen

taking up a position at Sung Seu. Close to Sung Seu is the

man-of-war anchorage, where four vessels of Admiral Ch'eng's

squadron were lying. Half-a-dozen shells from any one of the vessels would have sufficed to disperse the invaders; but not only did the Chinese navy ignore the enemy's pre- sence -- two vessels moved their anchorage to points on the other side of Kulangau, where Sung Seu ia invisible to them! The Tuchun Li Lou-chi also ignored the enemy force at his very doors, and continued his despatch of men by water to Changchow and Tungan for the recapture of these cities,

At Sung Seu is an installation of oil tanks, belonging to the Standard 011 Company. Mr. Brewer, the American Vice-

Consul, paid a visit to Sung Seu and interviewed the officer in charge of the Southern troops, requesting that any warlike operations should be carefully arranged so as to avoid any damage to the tank installation. The officer gave him as- surances on this point, and added that if it could be ar-

ranged that Tuchun Li would leave Amoy, the chances of open hostilities would be considerably diminished.

With the advance of the Tuchun's men towards Changchow, threatening to cut off the line of railway, the Southern force after a few days gradually disappeared from Sung Seu, falling back on Changchow.

The Southern force, while at Sung Seu, fired two shots

at a Japanese passenger launch which was proceeding to Chang-

chow. The launch, on board of which was an American mission-

ary as well as a number of Chinese, returned to Amoy; and

the Japanese Consul sent one of his staff to Sung Seu to

enquire the meaning of the outrage. The Southern officer regretted the incident, but stated that the launch's flag
