Under Section 12.Ordinance 30/15.

"Whenever an out-port migrant ship which

is not provided with a license covering

her intended voyage is about to proceed

with emigrants from any port in China or

100 miles of the Coast thereof, other than

a port in the Colony of Hongkong on a

short voyage, the owners or charterers of

such ship or if they are absent their agents

shall, before such ship is laid on for the

onveyance of emigrants, apply in writing to the

Emigration Officer at such port for a license

under his hand and seal for the conveyance of

emigrants on the intended voyage.”

Such licences are issued under the 4th Schedule of

the Ordinance.

In-augh-as Hongkong Licences are also issued

under the 4th Schedule and compare as unfavourably in

point of numbers which such vessels are úlowed to

carry with those issued by the migration Officers

of the Coast Ports, some action should I consider be

taken at onge.

I append below a list of a few vessels holding

Hongkong migration Licenses trading via Swatow Amoy,

Bangkok and Singapore:-
