9der 11 NOVIS, With reference to your letter No.52365/1918 of the 4th instant, I am directed by Mr. Secretary Falfour to state, for Mr. Secretary Long's information that he has consulted the Ministry of Information as to the summary of war news formally telegraphed to His Majesty's Repre- sentatives at Tokyo and Peking.
Owing to the present cabling arrangements of the Ministry of Information, it appears to be impracticable to revive this message in its original form. Mr. Bal- four is, however, informed that a bi-weekly "telegraph letter" is sent from the Ministry of Information to His Majesty's Representatives in South America, and that it is not entirely suitable in its present form, but could easily be adapted or added to as required.
Hr Balfour would be glad to know if Mr. Long would desire this telegram to be sent to the Governor of Hong Kong.
If so, he will consult the Ministry of Informa tion as to whether it could also be used for other places in the Far East.
