I am convinced as follows:
That in the Province of Kuangtung within
a radius of forty miles of the City of SHIU-KJAN or
SCHAO CHOU or SHIU-CHOW on the head waters of the
North River about latitude 24.25 North to Lat.25.15
North and Longditude 112,40 east and Long. 113.45
east there exists coking and other coal and that:-
(b) In the same province within the districts of both WaiChowFu (or Hui-Chou Pu) and ChowChowFu
that is within the district bounded by latitude 23,45
North and the sea Coast, and by long 114.25 East
and 116.45 East there exists beds of iron ore and also
in the district of the delta of the West and North
ivers and that:-
(0) On the Canton Hiver (being that portion of the
North River laying between the city of Canton and the sea usually used as a feirway for traffic to and from Hongkong & Centon) there exists on the .est or right bank of the same a site technically suitable for a
great iron and steel works and or shipbuilding yard,
and that :-
(a) The firms of (1) Sir William Beardmore Ltd and (2) Messrs Bevick Loreing & Co. and others could if called upon to do so either in conjunction with H.M's
government or otherwise make the necessary surveys,
co duct the necessary financial and technical operations
to open up and develop these coal and iron areas with the necessary limestone and flux areas contiguous there to
