} gather that he proposes that the two firms should endea- vour to obtain control over the coal and iron denosits in Kuang- tung, that an iron and steel works arould be established under their direction in chinese territory, that they should provide the necessary financial assistance and that the undertaking should be supported either by kis Lajesty's Goverment or by the Government of ongkong, who should decide the manner and
method of control.
In the absɛnce of fuller information as to the two
schemes I am unable to express any opinion as to whether they are likely to conflict wit: ane unother, but I am forwarding a copy of this despatch, and of r. l'oore-ilennett's letter for the information of the Governor of Hongicong.

I am convinced as follows:-

(a) That in the Province of Kuangtung within a radius of forty miles of the City of SHIU-KWAN or SCHAO CHOU or SHIU-CHOW on the head waters of the North River about latitude 24.25 North to Lat. 2b.15 North and Lognditude 112.40 east and Long. 113.45 east there exists coking and other coal and
that:-
(b) In the same province within the districts of both Tai Chow
Fu (or Hui-Chou Fu) and Chow Chow Fu that is within the district bounded by latitude 23.45 North and the sea Coast, and by long. 114.25 East and 116.40 East there exists beds of iron ore and also in the district of the delta of the
West and North Rivers and that:-
(c) On the Canton River (being that portion of the North River laying between the city of Canton and the sea usually used as a fairway for traffic to and from ton kong & Canton) there exists on the est or right bank of the same a site technically suitable for a great iron and steel works and or shipbuilding yard, and that:-
(d) The firms of (1) Sir William Beardmore Ltd and (2) Kesare
Bewick Moreing & Co. and others could if called upon to do so either in conjunction with 'e Government or otherwise make the necessary surveys, contluct the necessary financial and technical operations to open up and develope these coal and iron areas with the necessary limestone and flu areas contiguous thereto so as to provide the essential coal, iron and steel ship-plates sections, and other steel
