Aith reference to your letters Nos. 44977 and 434) of the 17th, and 24th, ultimo respectively, I am directed by Mr. Secretary Balfour to state that he has been unable to identify the weekly war tele-- gram referred to in the telegram addressed to the Secretary of State for the Colonies by the Officer Administering the Government of Hong Kong, and that on enquiry from the Ministry of Information he can not discover that any such telegram is sent from that Department.

Kr. Balfour thinks it is possible that the tele gram in question may be the weekly telegram sent by Mr. Secretary Long to the Governors-General of cer- tein colonies; any such telegram addressed to the Governor General of Australia would probably rasB through Hong Kong. If this is sc, Mr. Long will himself be able to decide whether this telegram is suitable for publication there.

If Mr. Long can give Mr. Balfour further par- ticulare which would lead to the identification of the telegram in question, Mr. Balfour will be glad to go further into the matter.
