With reference to your letter of August 27th, No.146337/X/1143, and previous correspondence, rela- tive to shipments to Switzerland from the Far East, I am commanded by my Lords Commissioners of the Ad- miralty to forward herewith for the information of Sir L. Worthington Evans, copies of two telegrams from the R.N.O., Port Said, with regard to the cargoes of the S.S. "SAIGON MARU" and MAYACHI MARU" and I am
to observe that both these ships carry a considerable amount of cargo for Switzerland but in the majority of cases no SSS certificate numbers appear on their papers.
2. I am to state that the "SAIGON MARU has been.
allowed to proceed to Marseilles in view of the fact
that in addition to the cargo for Switzerland she carries
goods for France. Their Lordships would, however, suggest that the irregularities in the consignment of the Swiss cargo might be brought to the notice of the
French authorities.
3. The instructions under which the Naval Exam
ination Officer at Port Said is at present acting are
as follows:-
To detain all ships carrying full or large part cargoes for Switzerland, and all goods landed at
the Under Secretary of State,
Foreign Office.
