I have the honour to transmit for Your Excellency's

information a translation of a notice which appeared in

one of the local Chinese newspapers on the 4th May.

It will be observed that the right to elect represen-

tatives of Overseas Chinese to the Upper House of the

Public Associ- Chinese Parliament by Chambers of Commerce, ation, Guilds and Reading Rooms in places outside China now appears to have been extended to individuals who are

dollar millionaires.

3.

It is not anticipated that the invitation contained in the notice will be taken advantage of by any Chinese loanlly resident at the present time owing to the necessity for voting in person and the political situation in China but the exercise of such political privileges by Chines resident here might be a source of embarrassment to the

Government in future.
