Foreign Office, January 11, 1918.

I AM directed by the Secretary of State for Foreign Affairs to enclose herewith copy of a letter from the War Trade Department relative to the restrictions at present in force with respect to exports of opium alkaloids from the United Kingdom to Japau and a letter addressed to them by Messis, Macpherson and Co, on the subject.

Mr. Balfour desires to enquire from the President of the Board of Trade whether the United States obtains its supplies of morphia from this country, and, if so, what measures he would suggest to prevent the restrictions being evaded in the manner indicated in Messrs. Macpherson's letter.
