REG APR 18

FOREIGN OFFICE, S.#.l.

January Buth, 1918,

321

Your Axoell anay:-

I have the benouz „to inform you that it spears from A

despatch recently received from the Government of Cong Kong, that

Fr. «nderem, the Fuited itates Jonsul General in that Colony,

is under a mismprehension na to the extent of the, nonoessions

at prevent seɑerded by the British polonial authorities in res

gard to the duty free sắcission of goede consigned to Consul ar

officers of the United States.

The question now raised is one of the right of kr. Anderson

tą deunud waiver of Qustoms duty in respect of certain wines im- ported into kong long for his personal use, and it would sem that

on a previous occasion (in 1911) he may have been allowed to imm

port a quantity of wine without being called upon to pay any

duties thereon. This however must have bem due to a misundere

standing.

The Levenue authorities at Hong Kong have informed the

Consul General that under existing sngulations, United States

Consular officers are accorded exemption from all search of Lag-

ange on their arrival in the Colony, but no more, referring, no

doubt, to goods intended for personal use only. To this the

Consul General has relied that he has no alternative but to

submit the matter to the Onverment at Tashington "in commeation

with/

Excellenay,

The Honourable,

V. X. Pago,
