I am directed by Hr.Secretary Long to acknowledge the receipt of your letter (No.39690/CxSg/1918), of the 5th March, and to transmit to you to be laid before Lr. Secretary Balfour the accompanying copy of a telegram which hov Hope he has adcrasued to the Governor of Hong Kong on the
subject of the oroposal to transfer the general administra- tion of the Far East and Russian Volunteer Fleet from Vladivostock to Hong Kong.
