Russian Ambassador has asked to submit proposition
on behalf of General Manager for Far East and Russian Volunteer Fleet, to the effect that he should be allowed.. to transfer general administration of fleet to Hong Kong from Vladivostock (He would) in this event withdraw about thirteen ships, tonnage 1,500 to 3,000 to Hong Kong from Vladivostock thus removing them from Bolshevist (?control). He would (?then) propose use of these ships on any (line) East (group undecypherable) his Government, 9.g.. (of) China and Japan or even America where cargo offered. He states that some of the (group undecypher- able)s officers and crews would agree to above sugges- tions but that as long as they remain in Vladivostock they are afraid to say so.
