Agreement accepted by Chinese Government subject
to addition to article 5 as to which Governor of
Hong Kong telegraphed recommending its inclusion
on February 21st to Colonial Office.

I consider, and Governor concurs, in view of
precarious position of present Chinese Government
that question of altering Article 3 should not
be raised and that no time should be lost in
securing signature (of agreement). I would re-
quest therefore that you may telegraph to me as
soon as possible sanction to inclusion of above
addition and authority to sign agreement on be- half of His Majesty's Government.
