Tokyo, August 16, 1917. WITH reference to my despatch No. 509 of the 7th instant reporting as to the Imperial ordinances which had then recently been issued to give effect to the unification of the South Manchurian and Corean Railways, I have the honour to transmit to you herewith translation of a notification of the Corean Government-General, extracted from the "Official Gazette" of the 13th instant, dealing with the same subject.
It will be observed that, while the Ordinance No. 90 gave to the Governor-General of Corea the power to delegate to the South Manchurian Railway Company the construction, &c., of the Corean Railway, the present notification announces that, by virtue of the power so conferred, that delegation has now taken place.

COREAN Government General Notification No. 173:
By virtue of Imperial Ordinance No. 90 of 1917 the construction, improvement, upkeep, transportation, and the incidental business of the State Railways in Corea have from this date been delegated to the South Manchurian Railways Joint Stock Company.
