With reference to your letter 60757/1917 of December 14th. I am directed by the Secretary of State for Foreign Affairs to inform you that there is no political reason why British subjects should not acquire mining concessions in the province of
Kwangtung.
Mr. Balfour notes that the Governor of Hong- kong is in communication with the Legation at Peking on the subject of the proposed scheme and he assumes that the Syndicate will keep in close touch with Sir John Jordan and be guided by his advice in the matter.
