Referring to your letter of the 25th September, 45111/1918, I have the honour to state that we have communi- cated with several leading Life Insurance Companies respecting the re-insurance of the liability of the Government of Hong Kong in connection with the conscription of men for India.

2. I enclose a copy of a letter from the Norwich Union Life Insurance Company, with a list of questions which represent generally the information which will be required before insurance can be errected, or rates quoted.

3. we have also interviewed a representative of the Legal and General Life Insurance Office. He explained that the Government liability for disablement allowance could not be reinsured, especially in view of the fact that the amount of the allowance is to be fixed later in each case by the Government of Hong Kong. We are not clear whether reinsurance of the liability of this allowance was contemplated; out there appear to be other reasons why it could not be effected. For example, a policy against disablement must, we are informed, be an accident policy, which would be valid only from year to year, and is not applicable to disablement through illness.

4. As regards the necessity of specifying the age of each man to be insured, we understand that the Legal and General Office might be able to quote "Block" rates,
