Submit the following be telegraphed to
Admiralty, begin :-
"Referring to approved arrangements for con- cession of sterling pay into dollars, official dollar for June 3/1a. July 3/24d. Bank demand rate over 3/32. Pay is now received at approximate averages 2/7d. resulting again in serious hardship and pecuniary embarrassment. Further concessions immediately and urgently required. Submit that percentage of pay issuable at 2/- dollar be largely augmented and that matter be considered most urgent. It is entirely separate and distinct from
increased cost of living. No case is known outside
Imperial services where sterling pay is converted at a
higher rate than 2/-". (ends).
