I have the honour to acknowledge the
receipt of Your Excellency's letter of 17th October
and enclosure.
I have telegraphed the report of the
Committee to the Commander in Chief.
2. I regret that I am in entire disagreement
with the report for the reasons stated to Your
Excellency in my letters No.024 of 13th and 23rd June.
The Committee apparently still decline to
make any definite statement and wish to be arbiters
of local and Imperial requirements.
4. I urge Your Excellency to cause the
Committee to give a definite opinion and to state whether or not any more ships on the China Voast can
be spared without prejudicing the vital requiremente of Hong Kong and to impress upon the Committee the urgency of the situation which is as indicated in paragraphs 3 and 4 of my letter of 18th June and which the Committee do not yet appear to recognise fully.
