I am directed to request you to supply me with a full statement of the antecedents and qualifications
Kowloon- of Mr. C. D. Lambert, Locomotive Superintendent, -Canton Railway, together with an account of the manner in which he has discharged his duties.
where
I am to enquire further, whether, in your opinion Mr. Lambert, by education and temperament would be suited for the post of manager of a small railway, such administrative work could be combined with the over- -sight of locomotives and rolling stock.
