deliberately planned the fraud in advance and took the

it opportunity to carry into effect on m occasion when he had an unusual quantity of money in his hands. I do not propose

to hold responsible any of the parties concerned except the

clerk himself, and I have given instructions that $3,000 of

the loss shall be made good by the Government Officers

Guarantee Fund, this being the sum for which the clerk was

secured in that fund. With regard to the balance of $1334.15, I propose, subject to your approval, that this shall be

written off.

I have further decided that the post of

5th. Grade Pay Clerk, which was held by Leung Kam Tong,

shall be abolished, and that a post of 4th. Grade Shroff

shall be substituted therefor. The newly appointed Shroff,

Shek Kam Kwong, has furnished a cash security for 84,000.

In addition to this precaution, I propose

also to require the two Stationmasters at Hongkong and Kowloon to furnish a cash security or Commercial Union Bond for 81,000 each, and to arrange that the present 3rd. Grade Shroff who is now secured in 85,000 through the Government

Officers' Guarantee Fund shall also furnish a cash security

or Commercial Union Bond for this amount.

these proposals by telegraph.
