I have the honour to inform you that all the Unofficial Members who are at present in the Colony held a meeting

to yesterday to consider the "Housing" proposals referred in Your Excellency's memorandum of the 4th. instant and are unanimously of the opinion that whilst they are in favour of the Government making loans on certain conditions for the purpose of building houses to relieve the congestion which exists, at the suggested rate of 5%, they consider that the principle must be universally applied without confining the privilege to any one class of the

community.

In reply to the question put by Your Excellency

at the meeting held on the 6th. instant as to whether Unofficial Members had any alternative site to offer other than Sham Sui Po, the following suggestions are submitted for Your Excellency's

consideration:-

That as it will take some years to complete the Sham Sui Po Reclamation and in view of the necessity for providing immediate extra accommodation for the working classes, the Govern- ment should take in hand forthwith the Reclamation of the area

which we submit would be between Mong Kok Tsui and Tai Kok Tsui

a very simple operation entailing only a short length of sea wall

in shallow water the filling being close at hand and easily taken to the site by means of trucks on light railway lines.

We would also recommend that an area on the North side of Aplichau Island be reclaimed at once so as to admit of
