With reference to your Despatch No. 163 of

the 29th July, I have the honour to inform you that the road from Tsun Wen to Castle Peak will probably not be completed before the end of July next year. Bad weather somewhat retarded the work in August and September, and a portion of the route involves heavy rock cutting where progress is necessarily slow. Mr. Carpenter continues to work with great energy on this road, and also on extensive improvemente to the Taipo Road which should be completed about the same time. I recommend, therefore, that the bonus of $75 a month may be paid to Mr. Carpenter from the 1st. January next so long as his duties require him to work on Sundays and holidays.
