With reference to Sir Henry May's
Despatch No. 208 of the 16th. July, I have the honour to transmit twelve copies of Lieutenant Olitsky's report on the recent epidemic of Cerebro-spinal Meningitis, which was laid before the Legislative Council with some connected cor- -respondence as a Sessional Paper on the 17th. October. I also enclose a copy of the remarks made by me on that occasion and
a copy of a letter from Lieutenant-Colonel Flexer. One hundred copies of the report have been sent to Lieutenant Olitsky at his request.

I am dealing separately with the very serious matter of the overcrowding which exists in the City
of Victoria,
