I would reply by tel. approving the appt.
of Mr. Messer to be Treas. and say that
the Dep. Sup. of Police should act as Capt.
Sup. until the new Gov. has arrived and has been
long enough in the Colony to advise as to the way
in which the headship of the Police Dept. should
be definitely filled.
The other consequential promotions will
then not arise for the present.

I have the honour to inform you that Mr.
A. M. Thomson, who attained the age of 55 on the 27th. Septem- -ber, wishes to retire from the Public Service in December, and I submit the following recommendations for promotions consequent thereon:-
(a). Mr. C. McI. Messer, Captain Superintendent of Police, to be Treasurer. ir. Messer is specially fitted for this post in which he has acted on several occasions with
SUCCESS.
(b). Mr. E. D. C. Wolfe, First Magistrate, to be Captain Superintendent of Police. Mr. Wolfe possesses in a marked dagree the capacity for exercising disciplinary control of the nature required in the head of a Police Force.
(c). Mr. J. R. Wood, the senior officer in Class II:
to be promoted to Class I. I propose that Mr. Wood should take Mr. Wolfe's place as First Magistrata. He is well fitted, from long experience at the Magistracy, to perform the duties of the post satisfactorily.
(d), Mr. A. E. Wood, the smior officer in dass III to be promoted to Class II. Mr. Wood is a good Chinese scholar and has recently acquired a considerable knowledge of the Japanese language. I propose that he should continue to
