With reference to your code telegram 16th Policy after declaration of peace in dealing with Germans desirous of entering the Colonies is likely to be uniform and based on practice to be adopted at home. It is improbable that any general policy of excluding enemy Probable how subjects qua enemy subjects will be adopted. ever that Colonies may be allowed to exclude persons whom they specify as objectionable, and for this reason I asked for list of such persons. As limit may be placed on number of persons who may be so scheduled desirable that order of undesirability should be used in giving names,
