Sir,

REC

Rec 26 EC 18

GOVERNMENT HOUSE.

HONGKONG. 4th. November, 1918.

I have the honour to report that in September

last Mr. V. Chatham, Director of Public Works, was granted two months' vacation leave, and that during his absence Mr. T. L. ~~~~ Perkins, First Assistant Director, has acted as Director.

2.

It has not been possible, owing to shortness of staff, to appoint an officer to take over Mr. Perkins work; and Mr. Perkins has consequently combined the duties of both appointments, working considerable overtime.

3.

His work has been most satisfactory in every

respect; and I have to recommend the grant of a special allowance at the rate of 8100 a month during the period of Mr. Chatham's absence. Mr. Perkins's duty pay as First Assistant Director is

lapsing to the Treasury.

I have the honour to be,

Sir,

Your most obedient,

humble servant,

Alus Teven

Officer Administering the Government.

HE RIGHT HONOURABLE

WALTER LONG, M.P.,
