With reference to your telegram and
September bonus. It is found impracticable to frame
equitable rules for giving effect to condition No. 6.
Impossible to define warwork. Shortness of staff due to
war has led in certain cases to overtime and
multiplication of duties remuneration for which has
been given in different ways such as acting pay under ordinary rules, monthly allowances, bonus, increase of salary. A cadet in the imports and exports department gote part of his remuneration in the form of allowance
from war vote whereas in another office he would have
the same remuneration under the ordinary rules. With
regard to work not connected with official duties
it is difficult to for example distinguish between
Doctor Lecturing at University and Schoolmaster who is allowed private tuition under terms of appointment. Unofficial members of Legislative Council concur with
