considering the arguments put forward in favour of a
different scheme, while as a matter of fact the scheme
was submitted to the Secretary of State in the first
instance without any knowledge on the part of the Service
as to what was in contemplation,
Again Your Excellency informed us that you had lately
recommended to the Secretary of State the grant of a Var
Bonus for the Service (with certain reservations however)
and named the figure at 10%. This again is a matter in
which the Bervice would have liked to have been able to
express its views, we have no knowledge how the figure10%-
was arrived at, and although it might ultimately have been
cheerfully agreed upon as a very proper figure it is
somewhat discouraging to the possible advocates of say
15, or 20, that they had no opportunity of urging their
views, and it is also discouraging to the Service gener.
ally that they have been without any information as to the
action taken.
So also in regard to the question of revision of
salaries; we regret being unable to see for what reason
it has been postponed till the end of the war, as the
matter is not an exacting one so far as preparation is
concerned, nor can it be a question of money when it is
known that with the Revenue increasing and the sterling
expenditure diminishing a surplus is being accumulated
sufficient to cover what proportionately small expenditure
will would be required as leave an ample sum for a grant
to the Imperial Goverment in aid of war Expenditure.
We gather that Your Excellency deprecates however the
principle of a formal organisation rather than objects to
the principle of consulting representatives of the Service.
we have no wish to appear to dictate to you in any way,
but if a compromise of some sort were arrived at we would
be willing to admit that the need of an organisation was
not so apparent.
