memorial, I do not propose to deal with them. I desire how- -ever to say that I, for my part, entirely disagree with everything that the petitioners have said about the rent allowance scheme. I know that it has proved an immense boon to practically every Civil Servant who is entitled to its
privileges.

I may add that Sir Henry May did not in any way forbid the formation of the suggested Civil Service Association. He stated his opinion; and he asked the promot- -ers to desist from their project. I understand that the circular, which forms the first enclosure to the memorial, was the first intimation to the large majority of the Civil
Service that the project was on foot.
