privileges.

I may add that Sir Henry May did not in any way forbid the formation of the suggested Civil Service Association. He stated his opinion; and he asked the promot- -ers to desist from their project. I understand that the circular, which forms the first enclosure to the memorial, was the first intimation to the large majority of the Civil

Service that the project was on foot.
