Dear Collins,

We concur in your draft to Addis subject to

one modification. We suggest that you might strengthen the first sentence on page 2 by amending it as follows.

"We do not think that in the present limitation of supply and urgent demand elsewhere

His Majesty's Goverrument would be justified in pressing the United States of America to provide silver for China or indeed would be able to obtain

the assent of the American Authorities if they did so, until all relief possible has been given from your existing stock of silver".

A letter to Addis should go as soon as possible as the matter may be come urgent at any moment.
