Under date of the 27th. ultimo, Sir Robert Ho Tung addressed a letter to the Governor on the subject of
the proper ty known as "The Homestead" in which he offered to surrender the property to the Government at a price representing $2 per square foot of the area in the Crown lease and for some
other consideration) which it is unnecessary to discuss at this
stage.

The Government is anxious to settle this
matter by agreement with Sir Robert Ho Tung, but it is quite
unable to accept such a value as is put by Sir Robert on the
land, nor does it imagine that any unbiassed valuer would put
anything like such a value on the property, the lease of which
I may remind you has only 33 years to run, the user of the land
itself being limited by law.
In these circumstances I am to suggest
that you should get the property valued by an independent and
experienced valuer, upon whose valuation the Government may be
able to continue the negotiations.
