It will be on much the same lines but will deal almost entirely
with broken faith and treaties. This will cost money. It has
been suggested to us that a statement by a Chinese General who
has been present at the Teatern front and witnessed the German
barbarities would impress the Chinese, and also a record of the sufferings endured by a Chinese stident at a German University
after China declared War. We are hoping to obtain the neces-
sary statements and will then have them translated and distri-
buted. If the business is well done it should have some effect.
This again will cost money. Te also hope to start a regular
system of propaganda in Chinese Theatres. We have not worked
out all details but the rough idea is that we should have short
scenaries which would be explained by our story tellers. 0.8.

If this sort of thing were well done it would probably have
some good effects. The effect of posters has not yet been

In conclusion we also hope to get a footing in a large portion
of the Canton press. This will cost money in the form of sub-
scriptions either to the editors or to the owners of the variou
papers.
The Shanghai Committee receives a grant of $7,000ța month. To
think that if we were given $5,000,00 a month we might be able
to do something useful. It would not of course follow that we
should spend the money but we should like to have it handy in
case of need. A monthly return would be made and vouched for
by two members of the Committee.
