Your telegram 12th July has been communicated to unofficial members of Legislative Council who authorise me to state that the question of making similar conces- sion to men who volunteered was considered fully by them and in view of all the circumstances they agreed with

my views. They agree that Military separation allow-

ance should be taken into account. In my telegram 5th July no reference was made to pre-war earnings and I

propose to adhere to date mentioned in that telegram

which is about the date proposals for conscription

became public. I propose not to promilgate the scheme

of separation allowance and insurance to consider the

question of the Colony itself undertaking the insurance.
