In my Confidential Despatch of the 26th. June, 1918, I have reported the receipt from various Depart-
-ments of applications for increase of salary.

One of these Departments is that of the
Police and I understand from the Captain Superintendent of
Police that the question of pensions is the one upon which the
Police lay the greatest stress. The Unofficial Members of the
Legislative Council have intimated to me that in their
opinion the scale of Police pensions should be revised and I have therefore examined the subject.

I enclose for your consideration a memo –
-randum on the subject drawn up by Lir. Messer. It will be
observed that there is a considerable reduction in the
rates of pensions formerly paid, when the salaries of the
Police were fixed in dollars, compared with the pensions now
payable under the Sterling Salary Scheme.
4.
For the reasons as rigned by Mr. Messer,
I am of opinion that an increase in the pension rates of the Hongkong Police is desirable, and I recommend the adoption of Scheme E referred to in Mr. Messer's memorandum, I draw
attention to the fact that a Police Officer over 50 years of
