I also enclose the Hmsard debates on the
bill. The division on the third reading is to be regretted and led to a good deal of unfavourable criticism in the Public Press. I have reason to believe that the nominee of the Hongkong General Chamber of Commerce would not have pressed for a division if he had had an opportunity at the time of conferring further with his colleagues on the subject of the amendment which was rejected.
