I have the honour to report that for

some time past I have been receiving memorials from all classes of the Civil Service on the subject of their emolu- -ments.

In the concluding paragraph of your Sar

Confidential Despatch of the 7th. May, 1917, you instructed 20406

me to report on the matter generally on the conclusion of 17.

hostilities, and in my reply of the 10th. September I for- -warded a copy of a letter, dated the 21st. June, from Sir

C. P. Chater, to the effect that the Unofficial Members of the Legislative Council were of opinion that the grant of relief should not be postponed till the end of the war.

The matter was brought to a head in

January last through an anonymous petition addressed to the

Unofficial Members, which resulted in a letter, of which I

enclose a copy, from those Members, asking for a Commission

of Enquiry into the Police and Imports and Exports Depart- -ments. This request was subsequently withdraw, on the

understanding that I would go fully into the matter and would

in form the Members of my conclusions.

I am satisfied, after careful investiga-

-tion, that some measure of relief is immediately needed. On
