With reference to your telegram 3rd May Under Ordinance now passed Trional with strong commercial majority fully acquainted with trade requirements will consider representations of Hong Kong and Shanghai Banking Corporation, Chartered Bank of India Australia and China there are also appeals to Governor in Council with Chairman Chamber of Commerechere and leading barrister assessors, Manager Hong Kong and Shanghai Banking Corporation also assessor appeals other than from Hong Kong and Shanghai Benking Corporation. Hong Kong and Shanghai Banking Corporation have some 14 men Chartered Bank of India Australia and China 4 men Class A 1.

I urge strongly some of these at any rate should be replaced by men
from England discharged from the service or unfit for service temporary exemptions may be granted men concerned on this under- standing.
