On 29744 Ceylon, you suggested that it would

be advisable to warn the Government of Hong Kong not

to grant passports to the wives of recruits for the

Army.

The position in Hong Kong is different from

that in Ceylon in view of the fact that conscription

has been introduced in the former Colony for service

outside the Colony. I am not clear, therefore,

whether the same principles would necessarily apply

in the two Colonies since Major Russell, when I

spoke to him about the Ceylon cases, said that the

question might have to be reconsidered if conscription

were generally applied to British subjects abroad.

soldiers are not allowed to accompany them on active

service. The recruits from Hong Kong are to be sent
