With reference to Sir F. Lugard's Despatch

No. 31 of the 19th. January, 1911, and to Viscount Harcourt's So reply No. 68 of the 3rd. March, 1911, on the subject of the

salary of the Resident Surgeon at the Tung Wa Hospital, I have 5317

the honour to recommend that the salary of the present holder

of the post, Dr. G. H. Thomas, be raised as from 1st. January,

1919, to £300 a month with annual increments of $25 a month

till a maximum of 8400 is reached.

Mr. Thomas who nas nelu tue appointment

for the last six years without any increase of salary, is

quite an exceptional man. Since his appointment he has taken

an exceedingly good degree and is a really good doctor, cap-

-able and energetic, and wedded to his work. It is very im-

-probable that other men of his class would be ready to stay

at the Tung Wa Hospital, as European trained Chinese doctors

are now making as much as 820,000 a year in private practice.

It is true that Dr. Thomas enjoys the privilege of private

practice among the Directors of the Hospital and their

families but I am informed that this does not bring him in

much income.

The Principal Civil Medical Officer speaks

most highly of Dr. Thomas's work and I therefore request your authority to make the necessary provision in the forthcoming
