With reference to my code telegram of April 26th subsequently to suggestion by me that licenses to export goods to Netherlands Indies might be withheld Dutch have raised embargo on sugar export. Governor of Straits
As ships Settlements has now telegraphed your instructions that
I could licences to Netherlands Indies should be delayed. will not wait it is impossible to delay licences. refuse to issue licenses but such action would again dislocate shipping with great detriment to Hong Kong.

I propose therefore not to withhold licenses unless Dutch again restrict exports or instructions to the contrary are received from you.
