H, M. Consul-General to H. M. Minister, Peking."

No. 33.

(and 3 copies)

copy to Hongkong.

Sir.

H. B. M. Consulate-General,

Canton,

April 29th, 1918.

In the Intelligence Report, dealing with the Quarter ended March 31st last, reference was made to certain en- deavours on the part of interested officials, civil and military, in this province to turn to profitable account the worldwide demand for mineral ores of essential impertan- -ce in the manufacture of war material.

Owing to a lack of coordination, in the matter of appointing buying agents, on the part of the Allied Depart- ments concerned, a great many foreign firms here and in Hongkong, including one whose ostensible business is fire insurance only, are to a greater or lesser extent cutting each others throats in attempts to secure for shipment, such wolfram ore as is offered for sale on the local market by Chinese, who have possessed themselves thereof in the country either by legitimate or illicit methods, and have

succeeded in getting it down to Canton. A certain number have also taken out Transit Passes and proceeded up country to make purchases on the spot. Some thing of the same kind, it will be remembered, took place in connection with anti-

mony, earlier in the war, and one would have thought that

the lesson then learned would not so soon have passed out

of mind. Undeterred, however, by previous experience, fresh bands of speculative buyers and diggers are invading all districts in which the presence of wolfram is reported,

Majesty's Minister,

&C..

PEKING.
