Your telegram 2nd. March requisitioning. Vessels in question are old and mostly in bad repair. This Goverment may have to incur very heavy expenses in repairing and running them which may bring the whole undertaking below the margin of finan- cial safety. In view therefore of the heavy financial respon- sibility in comparison with the Colony's revenue I would urge strongly that the Imperial Government would reconsider their decision not to accept the responsibility of war risks on the understanding that all the profits will be paid to the Imperial Goverment.
